Elected Members:
To be determined at the rate of one for ey 100,000 people in the district. Provision wo have to be made to permit district elections. A new franchise will be required for district elections as set out in the Report of the Ad Hoc Committee on the Future Scope and Operation of the Urban Council.
Nominated Members: For every 3 Elected Members there should be two Nominated Members-one appointed by the Governor and one by the Hong Kong City Council. In the event of the number of Elected Members not being divisible by three (i.e. 14 or 13) the following rule should apply:
(a) In the case of 14, where two Members are left over, only one Member should be appointed by the Council.
(b) In the case of 13 Members, where one is left over, no Nominated Member should be appointed.
Composition of the Hong Kong City Council
25. The composition of the Council should be changed as follows:
Elected Members:
The Council would, at this stage, have 30 Elected Members-20 elected on a territorial basis and 10 on a ward basis. In the event of District Councils being set up, 10 of the Members elected on a territorial basis should give way to 10 indirectly elected Members from District Councils. In the event of District Councils not being set up, 10 of the Members elected on a territorial basis should give way to 10 elected on a ward basis so as to provide 10 on a territorial basis and 20 on a ward
basis.
Nominated Members: 5 to be appointed outright by the Governor. 5 to be recommended to the Governor by a
two-thirds majority of the Elected Members of the Hong Kong City Council.
