Staff

16. In the early stages, the staff of the Council might be obtained by secondment from the Central Government. The Council should be consulted on all senior officers to be seconded and should have the right to refuse any officer offered. The Council would be required to reimburse to the Government the cost of the staff so seconded.

Language

17. In the initial stage, the proceedings of the meetings of the Council should continue to be in English. The Government should, however, train a cadre of simultaneous interpreters so that simultane- ous translation in English and Cantonese may be introduced into the Council's meetings at an early stage, and certainly before Phase II.

PHASE II

Franchise

18.

A new franchise will be required to provide for territorial and ward elections (see Ad Hoc Committee's Report).

Composition

19. The composition of the Council should be changed as follows: Official Members:

Elected Members:

With the introduction of Phase II, there should be no Official Members on the Council. They would not be Members and would not have the right to vote. However, heads of departments or senior members of depart- ments coming under the jurisdiction of the Council or working with the Council would attend committee meetings as advisers or as co-opted members as may be desired. The number of Elected Members should be increased by 10 (bringing the total number to 30) to be elected on a ward basis.

Nominated Members: To remain as in Phase I.

20. The scope of the Hong Kong City Council should be increased by the following:
