I submit a draft reply to the attached Parliamentary
Question by Mr. Rankin, for written reply on 13 October.
It has been agreed with the Governor (see Hong Kong telegram
No.786 - copy attached). Since the Question is for written reply,
no Notes for Supplementaries are required.
2. The existing local government organisation in the Colony has
been under review since 1966: there has been very wide ranging
and prolonged consultation of local public opinion. Following
discussions with Lord Shepherd in June, the Governor is formulating
proposals for a degree of reorganisation of the system. He
expects to be in a position to present them to his Executive Council
very shortly. He will then submit them for the Secretary of
State's approval. We understand that his proposals will relate
to revised arrangements for the urban areas of the Colony and will
not extend at this stage to the New Territories.
We expect the
proposals to conform to Lord Shepherd's view that a gradual and
cautious approach to this question is required.
