or alternatively to divide the area into wards, and with say a fairly liberal franchise of ratepayers hold "informal" elections the Governor appointing those selected, but with power to omit any selection for sufficient good cause. This system is not without precedent. If a local authority is set up for Tsuen Wan, the need to retain the new town area within the New Territories might best be achieve if the D.C. were Chairman and the D.0. Chief Executive Officer, rather than the system suggested which would place the D.C. (and the KUK) between the new authority and the Secretariat - such a tier would seem unnecessary and might well prove a source of frustration to the new body. If the KUK needs to be drawn into the Tsuen Wan picture, then perhaps it would be more satisfactory if certain KUK members were appointed to the Tsuen Wan Council.
Para. 140-142 Housing Authority
There would not be anything incongruous in a local authority having housing responsibilities outside its own area (as with London), the Housing Authority would seem to offer the opportunity for giving the Urban Council and any local authority established in New Territories, an important and interesting function to perform. The less it may be politically opportune to liberalise the Urban Council, the more perhaps would it be advantageous to provide an extra worthwhile function. So I think a further look at the Housing Authority might well be taken presumably, if need be, the law could be amended to allow for "Committee 'A'" (Urban) and "Committee 'B'" (non Urban) each with defined areas of operation.
