I attach a draft submission to the Secretary of State to cover the Hong Kong (Non-Domiciled Parties) Divorce Rules 1969 which are to come into operation on 1 January, 1970. You will see that Sir Lionel Brett has minuted on the file in your absence.
2.
I think that Instruction 42 in Part 3 of instructions on the procedure for making statutory instruments applies and if so this submission is for signature by yourself. I hope that the draft is in reasonable order. However, I am alone in this section of the Department and have had to prepare it with very little previous knowledge of the papers at very short notice.
3. Please let me know if I am wrong about procedure or the form of the submission. I have only three copies of the Statutory Instrument. One I take it will be retained on the file; another will go to the Secretary of State and on the same day to the Lord Chancellor for signature. I am unsure whether the third is retained by the Lord Chancellor's Office?
