I am sorry for the delay in returning this file to you. I now attach a draft letter to Miss Davison, at the Civil Service Department, thanking her for her help, and informing her that the Transfer of Functions Order will not be required in view of Mr. Fienne's advice. Once this letter has gone, Mr. Cruchley would like the file returned to him for further action on his side of the house (see his minute of 21st February).
