We required sixty Executive Officers to fill our posts and they were not available. It was therefore agreed that we should circulate the whole public service asking for volunteers from officers on a salary point within the E.0. I and E.0. II salary scales for a period of two to three years secondment. This has proved to be a successful expedient, and on 24 Jan. 1969 the staff was:-

Although some of the Liaison Officer posts do not require Executive Officers experienced in office management each C.D.C. does require one E.O. I as Assistant C.D.0. (Internal). At the time of writing there is still difficulty in finding the last one E.0. I officer required. Because the posts are departmental posts an E.0. II in such a post receives acting pay. This is an unusual arrangement and neither the P.E.0. nor we ourselves wish to use E.0. II if we can avoid it. We have in fact already three officers acting in this way, and doing well, but this has caused problems in the E.0. grade. There may well be a case for making these liaison posts Executive Officer posts and the position is still under
