This scheme has not been instituted, however, without a considerable drain on our human resources. Already since the start of the scheme 12 specially- chosen Administrative Officers and some 47 Executive Officers or equivalent, whom we could ill spare, together with supporting staff, have had to be provided.
As you can see from the covering memorandum, the report is now being re-cast in a more suitable form and translated for public consumption after laying on the table at Legislative Council. This will probably be some time in April. It will be interesting to see what public reaction we get.
