I have read with great interest the report by your Secretary for Home Affairs on the first year's working of the City District Officer scheme.
The scheme has undoubtedly got off to a good start and I should be glad if my congratula- tions could be conveyed to all those concerned in its preparation and organisation. If possible, I should very much like to see something of the scheme in operation during my forthcoming visit to Hong Kong.
