kind of activity as it gives ordinary people some idea of what goes on in these various places, particularly Government departments. (4) Entertainment. This is a wide and all-embracing title which can take various forms including film shows, sports competitions of various kinds, e.g. mini-soccer, basket-ball, Chinese chess, and so forth.
33. The kind of expenditure which arises does not take the form of payments to individual persons as a reward for helping in our work but consists mainly of minor expenses such as transport and refreshment; e.g. in the case of a survey lasting over the whole of one day, expenditure per head would probably average about $5 and would include the provi- sion of a midday meal.
The Cost
34. The capital cost of setting up the ten district offices will amount, when all are completed and running, to a figure of about $1.15 million. This is a very approximate figure but the calculation does take account of all capital expenditure including charges paid through other depart- mental votes such as the cost of furniture and office equipment. The recurrent cost of the ten offices, together with an element in respect of head office overheads attributable to the C.D.O. scheme, is estimated in round figures to be as follows for a full year's operation:
