20. It must be stressed that all this work will be
experimental in its nature for a long time to come and
that it can never be reduced to a routine. In the long
run the greatest problem is likely to lie in the finding
of men who can bring to their duties the necessary imagination and flexibility of thinking and who can retain this approach in an infinitely wide variety of circumstances.
