C.D.Os in their work and have not hesitated to unload
problems of people on them. Generally speaking
difficulties in this field have so far been less than had
been expected.

Public reaction has been much more uniformly,
if somewhat uncritically, favourable. The press, radio and
television have been sympathetic and almost embarrassing
in their interest. Perhaps the most rewarding reaction
has been from those who feel no need for a C.D.O's services
themselves but who have welcomed the scheme as a demonstration
of the Government's wish to be accessible to those who need
to deal with it.

Some Urban Councillors have been a little piqued
at the favourable public reaction to the scheme.
One paper
went so far as to say that the C.D.Os should act as a bridge
between the people and the Council when the latter took an
unpopular decision a suggestion hardly likely to appeal
to elected members. Some more effort at collaboration is
required here and will become easier when Urban Council
ward boundaries are re-drawn to coincide with City District boundaries - a step which the Council recently decided to take.
14. The UMELCO group concerned with public relations now interviews two C.D.Os each month. At these meetings there
is a frank and full discussion of progress and problems which
Honourable Members seem to have been glad to have and which
have proved a challenge to the C.D.Os.
The Immediate Future
15. Three more C.D.Os are required to fill the present
establishment but only one suitable posting is reasonably certain
/now......
