There is a serious need to strengthen a sense of local identity among Hongkong people. The Civic Association urges the United Kingdom Government to consult with the Government of Hongkong on the appointment of a working party to review the future franchise of the proposed Hongkong City Council

Expanding the franchise and providing a good and the District Councils. social security system are two important steps toward creating a stronger local identity.
