Mr. Hilton Cheong-Leen called on Lord Shepherd at 4 pm on Wednesday, 19 February as arranged.
He handed the Minister a memorandum (copy attached) which formed the basis of the talk which lasted just over an hour.
2. It is not, I think, necessary for me to record all that was said. But there are one or two points which I should, perhaps, make. Mr. Cheong-Leen said that the Urban Council's views on Mr. Dickinson's recommendations were now beginning to crystalize and that these would be discussed at a meeting of the Urban Council next month.
3. On education, Lord Shepherd stressed the need to direct this along Chinese lines. He thought it would be wrong to produce too many Westernised Chinese in Hong Kong. Mr. Cheong-Leen agreed.
