Associations, of the Bar Association, of the Law Society and of the Exchange Banks Association are being sought on the provisions of the Bill. You will also note from (A) of (10) on HKK 14/13 that

Lord Shepherd, during his recent visit to the Colony, promised the Commissioner of Police in Hong Kong that he would support the Bill. However, I think we must regard this promise as being couched in general terms only and subject to an examination of the Bill. It seems to me that it will be necessary for the Bill to go to the Minister at some stage; but I should expect that before giving a verdict on the Bill the Minister would wish to await the reactions from the public and from the bodies mentioned in paragraph 4 above to the publication of the Bill.

5. The Governor has also sent us together with the Bill a copy of the report on the Bill of the Advisory Committee on Corruption. It is clear that there is some doubt as to whether or not the Anti-Corruption Bureau should be independent of or should remain incorporated in the Police Force: on balance the Committee recommended that the latter arrangement should continue, but at the same time they have recommended the introduction of non-Police personnel into both the Target Committee and the Anti-Corruption

Bureau.

and if so whether I should try and fix such discussions
