I think it might save us all a good deal of time and trouble later on if you were to go back to Mr. Roberts on the question of the abolition of the right to make an unsworn statement from the dock.
2. I suggest a letter should be sent to him stating that it would be objectionable in principle to discriminate against one class of the community, namely public servants and in respect of one category of offence, namely offences of corruption committed by or in relation to public servants. The letter could go on to say that if there were going to be any tactical difficulties about getting the procedure altered then it would seem that the best time to introduce the amendment would be immediately after the announcement had been made in the U.K. proposing the abolition of this procedure; but if the Hong Kong Government desire to make the amendment. sooner we would have no objection to its being introduced prior to any announcement being made here.
