Prevention of Bribery Bill.
I am grateful to you for the helpful comments contained in your letters of the 2nd and 22nd October about clause 25 of the Prevention of Bribery Bill, which deals with the right of an accused to make an unsworn statement from the dock.
We have decided to take the course which you suggest and to remove this clause from the Bill. In due course, when an announce- ment is made in England that it is intended to abolish the procedure we will take the necessary steps to abolish the procedure generally here.
We are ready to take the Bill back to Executive Council on the 18th November, and the Governor may wish to discuss it when he comes to the F.C.O. early in December.
