(b) The inclusion of employees of public utility companies within

the scope of the legislation is a step in the right direction.

(c) The bill seems likely to be effective against petty corruption,

but there is a residual doubt as to whether it will really be effective against the big racketeers.

(d) An honest civil servant who may have made enemies in the

course of carrying out his official duties could easily be framed by somebody secretly paying a sum of money into his bank account, (his account number is quite easy to find out). He would not discover this until he received the monthly state- ment of account from the bank, by which time he might have already been accused of soliciting and receiving the money.

(e) Sudden excessive wealth can still be explained away as

winnings at the races or at the gambling table. Winning at the races in particular is very difficult to prove or disprove.

(f) The bill will put those government servants who have to

accept invitations to dinner and other social functions in connection with their work in a precarious position as accepting such hospitality can be held to be "advantage".
