I shall have to ask you to put the facts to the
Minister in consultation with Mr. Godden.
2. It seems to me that Mr. Foggon's comments do
not take account of the political ingredients of the
situation. The union concerned is the Government
Waterworks Chinese Employees Union. The convicted persons are Government waterworks staff dismissed for
stopping work during confrontation. There can be no hope of breaking the Communist hold over this union
unless action such as this is taken.. I do not think
there can be any questioning the fact that they were correctly charged and convicted as "office-holders"
of the union.'
