Thank you for your letter of 29 July about the sentencing of certain communist trade unionists in Hong Kong. Like yourself, we were somewhat concerned about the possible repercussions of this development (although in the event it appears to have had the desired effect). Although we had seen the three references to the matter in L.I.C. reports, we would have been happier to have been specifically consulted in advance. The Foreign and Commonwealth Office Labour Adviser, with his special interest in trade union matters, raised the matter here and it was brought to the attention of Lord Shepherd. However, since you wrote, the Governor has telegraphed further (Hong Kong telegram No. 149) and I hope you will agree that this constitutes a reasonably handsome apology We do not therefore propose to take the matter further.
