You will wish to be aware of subsequent developments to your minute to me of 4 August.

I minuted to Mr. Godden on 5 August setting out the background to this matter and Mr. Godden has asked to see the papers again on 10 September. This is because both he and Lord Shepherd are now on leave and will not be back until shortly before that date.

3. Paragraph 5 of Hong Kong telegram No. 631 reports the arrest of another Communist trade union official, again without specific warning as promised in Hong Kong telegram No. 149 to Peking. This was, I am sure, an oversight on the part of Hong Kong and the Governor has followed it up with his telegram 658 which makes it fairly clear that they have recognised that oversight. In the circumstances I think that the terms of our telegram 557 to Hong Kong, which Mr. Murray showed me in draft, are couched in very reasonable terms. We now await the Governor's

reaction to it.
