(b) A scrutiny of the H.M.O.C.S. Judges and
Attorneys-General in other territories with a
view to deciding whether any could be considered as potential candidates for the Chief Justiceship
of Hong Kong.
(c) A similar scrutiny of recently retired judges, unless you think that, for the reasons given in paragraph 6 above, we should discount the
possibility of a candidate from this source.
I agree with the Governor's view that it would be premature to consider appointing his Attorney-General,
Mr. Roberts, to the Chief Justiceship.
9. I am sending a copy of this minute, together with a copy
of the Governor's letter and that of the Chief Justice, to

Sir Arthur Grattan-Bellew with a request that he initiate action as (a) and (b) of paragraph 7. Perhaps you would let
him know directly whether you also wish action as in paragraph (c) of that paragraph.
