Please see the attached papers concerning a candidate for the appointment of Chief Justice Hong Kong N Sir Michael Hogan's retirement at the end of this year.

Would you let me have the p.fs and Promotion files of Sir Ivo Rigby and Mr. Blair-Kerr, together with your assessment on their respective merits.

4. As to paragraph 7(b), as far as I am aware there are no HMJS Judges or HMOCS Attorneys General serving in other territories who would be stronger candidates than either Sir Ivo Rigby or Mr. Blair-Kerr.

5. As to paragraph 7(c), the only retired judge I can think of who might be suitable is Sir Campbell Wylie, the present Chief Justice of the Seychelles, but his age probably rules him out as he must be well over 60 now. The Governor, in his letter of 18th July, suggests that there might be a judge on the East African Court of Appeal who would be suitable. But I do not think there is. The President, Sir Charles Newbold, apart from the fact that he is now 60, is not in my view superior to either of the two Hong Kong candidates nor are, in my view, any of the other members of that Court of Appeal. Your records perhaps may bring to light other names.
