I have amended paragraphs 1 to 6 of the draft
submission to Ministers and have attached a typescript
slip which I suggest should be substituted for
paragraphs 7 and 8.
2. The last paragraph of the draft submission to the
Palace no doubt follows the usual form; but even in a
formal assurance of this kind I doubt whether we ought
to invite the Secretary of State to say that he is
"confident" of Sir Ivo's suitability.
I have therefore
amended the draft to the effect that the Secretary of
State "considers" Sir Ivo suitable. If you think this
is going too far in the other direction "satisfied" is
at any rate better than "confident".
