of Principal Magistrate to be included in the 1969/70 Estimates. attach a notification of this anticipated vacancy and recommend that this new post, when created, be filled by the promotion of Mr. F. Addison, Senior Crown Counsel.

Mr. Hooper was appointed as a Magistrate in Hong Kong, on transfer from Basutoland, on 13.2.64, but his seniority reckons from the date of his assumption of duty in Basutoland, i.e. 4.4.61).

Mr. Leathlean is the most senior of the six officers listed in the preceding paragraph, but the Chief Justice does not consider him entirely suited, by virtue of his character and temperament, to the post of Principal Magistrate which requires qualities of tact, leadership, human warmth and understanding, with which Mr. Leathlean is not well endowed.
