I enclose a submission from the Foreign and Commonwealth Secretary, submitting for Her lajesty's aproval the name of Sir Ivo Rigby for appointment as Chief Justice, Hong Kong, in succession to Sir Michael Hogan.

As Sir Michael llogan retires on 31 December, we would be grateful if this subaission could be laid before The Queen at an early opportunity. The announcement of the new Chief Justice can then follow early in the New Year. I enclose a note on Sir Ivo Rigby's career.
