I asked Sir Arthur Grattan-Bellew to look at these papers and he has minuted above.

The passage in Mr. Thomas' minute to which you refer seems to me to be very much in point. As there was in 1958 no organisa- tional need for an S.P.J. in Hong Kong, it was, as I see it, a mistake for us to have allowed the post to be created. I cannot see that it would have made matters any better to have increased the emoluments of this post beyond those of an ordinary pui sne judge, as suggested by Sir Kenneth, since the post carried no duties additional to those of an ordinary pusne judge.
3. I agree with the final sentence of your minute and can see no justification for keeping the post any longer than we have to.
I also agree with paragraph 3 of Sir Arthur's minute.
