PERSONAL & CONFIDENTIAL
is a younger man. De Basto, incidentally, did intimate to me some time ago that his Committee would favour an appointment likely to last for more than 2 or 3 years but I don't think that could be a decisive factor.
It might, of course, be difficult for Hammett to leave Fiji so soon after his appointment as Chief Justice and the fact that he would become senior to Mills-Owens under whom he served in Fiji might raise some eyebrows but I should have thought that Mills-Owens, by electing to relinquish his appointment in Fiji, could hardly complain if others are asked to take up a role to which he is not well-suited.

If, in return, someone from here say from the District Court were to go and fill a vacancy in Fiji, such an appointment would be facilitated but I would emphasize that I have no brief for, or first-hand knowledge of, Hammett and it may be that there are others with a better claim.
