Thank you for your letters of 28 March and 15 May.

I appreciate your continuing concern with

the question of appointments to the Bench from the Bar. I agree that this is not a "new" matter; but it is also not free from

complications, Your representations are still

under consideration with the Governor. With

this, I am afraid, your Association must for

the present be content.

When we met in August last year you raised

with me also the question of interchange between members of the Legal Department and the

Judiciary. I am satisfied after looking into

this that the very limited movement that takes

place is both necessary and desirable.
