Finally, that if it is not intended to give both of the above assurances locally, the matter be referred to H.M. Secretary of State so that his views may be sought thereon.

With reference to the other points made in your memo of 2nd November, 1968, and your predecessor's memo of 29th July, 1968, we consider that none of the explanations so rar given for the transfers to which we are opposed are satisfactory, nor do we find that they are supported by the experience of those of us who have served in other colonies or former colonies.
We consider that your attention should be drawn to the obvious intent of E.K. 112 which has been circumvented in the past by the transfer of senior Crown Counsel to the Judiciary at an equivalent level, followed by their rapid promotion to the District Court Bench on a long-term acting basis, and ultimately permanently.

Again we emphasise our concern that so far our career prospects appear to have received far less favourable consideration than those of officers in the Legal Department.
