I am sorry that I have delayed this file. I agree with the

draft letter behind your minute of 2 July. Please see, also,

the letter to me of 26 July from the Chief Justice, which is

I understand that there is a certain amount of concern

among the judiciary about the possibility of appointments from

the Bar the result, quite probably, of over-confident talk by

members of the Bar Association. As the Chief Justice says, the

memorial by the 18 Magistrates affords a convenient opportunity

of giving the judiciary an indication of the official view on

this point. If you concur, I suggest that I reply to the Chief

Justice as in the draft letter below. The other suggestion in

the Magistrates' memorial, viz. that members of the Legal

Department should receive promotion to offices on the judicial

side only on a basis of reciprocity, cannot, of course, be

entertained.
