Mr. Mackley,of South East Asia Department, rang this morning concerning a visit of Lord Parker, C.J., to the Philippines. Apparently, Lord Parker is flying from London to Hong Kong on 31st January and is staying there with the Chief Justice until midday on 4th February, when he leaves for the Philippines.

At a recent cocktail party, Lord Shepherd met Lord Parker and expressed interest in his forth- coming visit to Hong Kong, and suggested that a discussion with Sir Michael Hogan on the question of appointing members of the Hong Kong Bar to the Bench might be profitable. Lord Parker seemed interested and mentioned the point to Mackley this morning, who promised to let him know one way or the other whether we would like him to follow up this suggestion. Should we decide to do so, he will require briefing, and can be contacted at the Law Courts through his Private Secretary, Mr. Stephenson (Tel: 405-7641, Ext.1).
