Mr. Carter

I attach copies of a letter of 25 July from the

Attorney-General of Hong Kong (Mr. Roberts) stating the

topics which he wishes to discuss when he calls at the

Office in the second week of August. I should be grateful

if your department would arrange for a copy of the letter

to go on each of the relevant files for consideration by the

officers (both administrative and legal) who are dealing

with the topics in question.

2.

I do not myself propose to take part in detailed

discussions with Mr. Roberts on any of these subjects, at

any rate in the first instance.

3.

I am sending copies of this minute and of Mr. Roberts'

letter to Mr. Rushford, Sir Arthur Grattan-Bellew and

Mr. Cruchley.
