To formulate such rules and regulations as may be deemed necessary from time to time for the proper conduct of the Association.

12. ANNUAL REPORT AND FINANCIAL STATEMENT The Secretary shall prepare and submit a Report on the year's working to the Annual General Meeting. Such Report shall be circulated to all Members.
(ii)
The Treasurer shall prepare a Financial Statement each year and submit same to the Annual General Meeting. If approved, such Statement shall be circulated to all Members.
(iii) The Welfare Officer shall prepare a Financial Statement each year and submit same with the Treasurer's Financial Statement to the Annual General Meeting. If approved, such Statement shall be circulated to all Members.
13. ALTERATION OF RULES
These Rules may not be altered or rescinded except with the consent of two-thirds of the voting members present at any properly called General Meeting of the Association.
Notice of any proposed alteration, addition or recision of these Rules shall be given to the Secretary in writing at least sixty days before such Meeting.
14. SECRETARY'S DUTIES
The Secretary shall keep a record of the names and addresses of all Members and shall convene, attend and prepare Minutes of all Meetings and Committee Meetings.
