Please refer to my letter of 24 February about the

Hong Kong Police Force. We have obtained the necessary formal approval from Buckingham Palace and Kensington Palace and the way is now clear for arrangerents to be made for a question to be put down by Commander Waydon in accordance with the Prime Vinister's decision mentioned in paragraph 2 of your letter of 17 February.

Supplementary question, together with suggested

(b) Notes for Supplementary questions;

(c) a Background Note.

The drafts at (a) above have been cleared with the

Governor of ongong.

hence the

we are advised that the proposed substantive

Answer is somewhat longer than is usual: arranged Supplementary question to introduce a note of congratulation in an otherwise bald narrative.

But we think that the Answer to the arranged Supplementary question would look much better tacked on at the end of the substantive Answer and, if

considerations of length are not overriding, would

prefer to see this dcne.

I should, I think, specifically invite your attention to the lamentable Granada Television programme referred to in paragraph (c) of the Back- ground Note and to Hong Kong telegrams Nos. 233 and 252 (copies attached). We have naturally felt some concern that, as a result of this programme,
