With some misgivings, I accept that there is no alternative to a further temporising reply by the Prime Minister to Lt.Cdr. Lynch Maydon M.P. I have therefore written to No. 10 on the lines of the draft put up by your Department. But No. 10's complaint is justified. The draft we submitted to them in April said that the new name for the Hong Kong Police Force was in fact already being considered in consultation with the Governor. Nine months later we are still saying exactly the same thing. I hope that you will be preparing the submission to the Palace on this subject as a matter of great urgency.
