Please see Mr. Gaminara's_minute of 7 January and Mr. Carter's minute of 31 January submitting a draft to Sir Michael Adeane which they suggest should go from the P.U.S., seeking informal approval to the suggestions put forward by the Governor of Hong Kong that the Hong Kong Police and Auxiliary Police Forces should be accorded the title "Royal" and that a member of the Royal Family should become "Commandant General" of the two Forces.

2. Requests for use of the title "Royal", nowadays usually restricted to National, Charitable or Scientific objects are not uncommon but I have been unable to trace a request for a member of the Royal Family to be a "Commandant General". I note, however, that Her Majesty herself is Hon, Commissioner of the Royal Canadian Mounted Police.

The instructions to Governors-General (to which by analogy we might refer, as neither "Colonial Regulations" nor the notes for Governors of dependent territories cover the subject) state that where Royal Colonelcies-in-Chief are proposed, the views of The Queen should be ascertained before the formal submission is made. This procedure is being followed in the draft.
