(2) Recognizing the dissolution by mutual consent after the Appointed Date of marriages contracted at any time in Hong Kong elsewhere than in a licensed place of worship or a marriage registry, provided that:
(a) public notice of the intention to dissolve the marriage is given with the free consent of both parties at least one calendar month before the proposed date of dissolution;
(b) either party shall be free to withdraw consent, by public notice, at any time before the proposed date of dissolution;
(c) both parties shall appear before an Assistant Secretary for Chinese Affairs, or a District Officer, or such other Public Officer as the Governor may designate for that purpose, who shall confirm in writing that the consent of each party appears to him to be truly voluntary; and in the absence of such confirmation no dissolution may take effect;
(d)
the dissolution must be effected in writing and signed by both parties before two witnesses; (e) within 14 days of the dissolution taking effect it must be reported to the officer before whom the parties appeared in accordance with (c) above, and who shall countersign the document of dissolution and enter the particulars in a register. (3) Witholding recognition from all other forms of dis- solution or divorce effected after the Appointed Date, except those in accordance with the Divorce Or- dinance, Cap. 179.”
59. The Sub-Committee regards the issue of dissolution of marriage as of the greatest importance in connection with the reforms proposed in the Report. The Sub-Committee had no difficulty in reaching agreement with the authors of the Report in their apparent conclusion (at p. 53) that the unilateral forms of
