I have drafted two paragraphs which might be inserted after the third paragraph of Mr. Gaminara's draft. But if their content is agreed I suggest that Mr. Gaminara's second paragraph, sidelined X, should be omitted. But the final paragraph could remain by way of tribute to the general progress achieved by the Colony, perhaps omitting the word "deeply" from the first sentence.
