I have the honour to refer to your Despatch No. 617

of 24 May, 1969 in which you review the principal deve-
lopments that have taken place in Hong Kong during the preceting
past year.

In paragraph 14 of your Despatch you comment on the
general political situation. I concur in your assess-
ment of the motives of the Communists: they may have
changed their methods but their ultimate objective of
undermining the authority of the Government remains
unaltered. There is, as you say, need for constant
vigilance, against their activities, particularly in the
field of education And Communist propaganda will continue to be directed at
