ASSESSMENT OF RECENT ACTIVITIES AND FUTURE CAPABILITIES

INTRODUCTION

Future communist policy and tactics in Hong Kong were re-
assessed recently in a Special Branch paper, GEN/14/368/50 dated
7th November, 1968. This paper showed that a recent directive from
Peking indicated clearly that the communists in Hong Kong must continue
to confine themselves to a political campaign against the Hong Kong
Government and that the drive to win the support of the population,
through United Front work and the expansion of patriotic education,
would remain a major objective. The paper concluded that the communists
will strive to erode the position of the Hong Kong Government while
enjoying the economic benefits of the Colony and that Government will
continue to be faced with a long-term and insidious threat to its
authority. It concluded too that during the next few months the
communists will endeavour to:-
(a)
Continue overtly to remain within the law and avoid
clashes with Government;
(b)
Continue their efforts to improve morale and consolidate
their own ranks;
(c)
Intensify their efforts to improve the position of
their banking and commercial organisations in the
Colony;
