III Hawker Organisations

7.

There are fourteen registered hawkers' associations

in the Colony, which together claim a membership of some

6,000 or 10% of the estimated total hawker population. The

majority of these associations, all of which are listed at

Annex 'B', are organised on a district or trade basis and

seek to represent the views of particular sections of the

Colony's hawker population. Another organisation in this

field is the Hawkers' Committee of the United Nations

Association of Hong Kong (U.N.A.H.K.) which is dealt with

separately in para. 17 below.

These organisations represent various shades of

political opinion and four of them are known to be under some

form of communist control, i.e.:-

The Cheung Chau Harbour Hawkers' Association;

The Chung Hing Tong Marine Hawkers' Association;

(c) The Eastern District Licensed Hawkers' Fraternal

Association (E.D.L.H,F.A.); and

The Hong Kong and Kowloon Licensed Multi-Article

Hawkers' Society (H.K.K.L.M.A.H.S.).

Of these four organisations, the Cheung Chau Harbour Hawkers' Association, with a membership of 50 persons and

the Chung Hing Tong Marine Hawkers' Association, with a

membership of 80 persons, are considered too small to be of

any substantial security threat to the Colony. However, the E.D.L.H.F.A., with some 500 members in Wanchai and Shaukiwan,

and the H.K.K.L.M.A.H.S., with over 2,500 members throughout the urban area of Hong Kong Island and Kowloon, are large enough to represent a considerable security threat.
