The Communist threat to the security of the Colony will continue
to present Government with complex problems requiring carefully considered
solutions, particularly in the fields of social services and industrial
relations. The Government's public relations machinery will play an
important part in what will become in effect largely a propaganda struggle
to win the hearts and minds of the population.
