Communist Confrontation with the Hong Kong Government
Future Communist Policy and Tactics
Introduction
Possible future communist policy and tactics in Hong Kong were
last assessed comprehensively in January 1968 (Special Branch paper,
GEN/14/368/16 of 15th January, 1968, refers.) This paper concluded that,
at that time, all available intelligence indicated the authorities in
Peking had assumed direct control of communist activities in the Colony
and that the declared communist policy, in the long term and without the
use of violence, was to increase their influence and erode the position
of Government, while at the same time continuing to enjoy the economic
benefits of the Colony. It was further concluded that the Hong Kong
Government would be faced with an insidious campaign of subversion during
which the communists would endeavour to consolidate their own ranks and
improve their morale, intensify their indoctrination of the Thoughts of
MAO, maintain their anti-Government propagande generally, though overtly
complying with the law and thus avoiding direct clashes with Government,
intensify attempts to subvert and vilify Government servants, particularly
the Folice Force, and initiate a campaign to widen their support among the
public by exploiting grievances in all spheres of society.
Finally it was
