If an Accident Happens the Damage Will be Inestimable
A nuclear submarine can cause great harm even if it does not have an accident. If the U.S. "Permit" has an accident and sinks in Hong Kong waters, or if she collides with another ship and her atomic pile explodes the whole of the Hong Kong waters will be contaminated and unfit for use, and the densely populated and prosperous city districts of Hong Kong and Kowloon will suffer inestimable loss and damage.
In fact U.S. warships have been involved in collisions with other ships in Hong Kong waters in the past, and the possibility of the potentially dangerous nuclear submarine having an accident in Hong Kong waters should not be overlooked.
