I am sorry that it has taken us some time to consider the draft which Carter sent to us on the 1st August of your further letter to the Governor of Hong Kong about the post-1971 defence contribution.
2. Besides filling in the figures it seemed to us that there would be advantages in elaborating the draft somewhat to give the Governor the full background. In addition we thought this would be an appropriate opportunity to tell him the result of our examination of the possibility of visits by RAF aircraft to Hong Kong in the course of training.

We have accordingly prepared the enclosed revised draft. This has been agreed with the Treasury, and I hope it will be acceptable to you. I think it is in line with what we agreed in discussion in July.
4. If, however, you see any need for further discussion at this stage, I am at your disposal.

I am sending a copy of this letter and draft to Raymond Gedling.
