HONG KONG DEFENCE CONTRIBUTION
I think you will get the flavour of the negotiations leading
to the current defence contribution agreement with Hong Kong if you read the ODP papers flagged B - G on the attached files.
2. The current agreement takes the form of the Memorandum of Understanding annexed to OPD(66) 133 which was approved by
Ministers on 19 December, 1966. It runs until March, 1971.
I do not think there is any doubt that it will have to be reopened to take account of the fighter element which Hong Kong have asked for and which, because of the timetable of the Singapore run-down, will have to be in position in the Spring of 1970. When I mentioned this probable development to the Governor he did not demur. I expect an approach from the
M.O.D. shortly.
