The Chiefs of Staff have approved (1) the report (2) at Annex A.
2.
In approving the report the Chiefs of Staff:
a. Agreed that, before submission to Ministers, further consideration should be given to the question of where costs of the proposed unit should lie.

Invited the Defence Secretariat to discuss the question of costs with the Foreign and Commonwealth office, bearing in mind their stipulation (3) that such costs should not be borne by the Defence Budget.
