In John Cowperthwaite's absence I am replying

It is true that we have been in touch with the Command Secretary during the past few months about the charges raised for the extra services provided by H.M. Forces during the 1967 disturbances and I think we at last have most of the supporting detail we have asked for. We are now probably in a position to accept about half of the total bill (excluding the £158,000 for the frontier fence, which is a separate issue), but we shall have to have further discussions with the Command Secretary about the other half. As we are having some difficulty assessing the validity, as it were, of some of the items involved, it might be helpful if you could let us have a copy of Cass's letter of 6th October, 1967 referred to in paragraph 3 of Harte's letter A/16/ABROAD/5712/F1(AD) of 17th October, 1967 to
