If nothing is possible on these lines, then I fear the whole idea of having fighters here may have to be dropped, very serious as I believe this might well turn out to be.
I am sorry to have been so long answering your letter, but this is a difficult subject. Would it be best perhaps to proceed next by discussing the whole thing during Lord Shepherd's forthcoming visit ?
